The United States began as a nation of people determined that liberty is fundamental to life. Liberty as a preeminent value has never been common. It was not commonplace then and can only be understood by examining our country's heritage. We created something new in government - a constitutional republic with democratic input and novel protections for "life, liberty, and property", put in place because we understood that liberty is fragile. We bet the future of our country on the strength of those protections. And America became the most successful of countries if personal liberty, well being, and prosperity are the measures.
