"Freedom" is used to mean many things. Let's start with reciting the dictionary and then become specific about how Civicwiki uses the word. According to Webster, the definition of freedom is:

  1. the quality or stated of being fee: as
a: the absence of necessity, coercion, or constraint in choice or action:
b: liberation from slavery or restraint: or from the power of another:
Independence
C: the quality or state of being exempt or released usually from something onerous <freedom from care>

Then there are definitions about having facility such as being free with a language or an activity. These do not concern us.
